What Can CAPCCAT Do?

CAPCCAT provides a single point-of-access source for assessment of the regulatory status of all chemicals and polymers in Canada.  It enables the user to determine the regulatory status of a substance with a single entry and further enables the user to develop a compliance strategy for that substance, when necessary, within a few short minutes.  CAPCCAT can perform the following functions:

Multi-substance, simultaneous verification of inclusion of a substance on Regulatory Inventories

  • The Domestic Substances List (DSL) and Non-Domestic Substances List (NDSL)*.
  • The list of F&DA-approved substances eligible for listing on the DSL (FDA-DSL).
  • The In-Commerce List (ICL) by CASRN or by substance name **, as appropriate.
  • The Toxic Substances Control Act Inventory (TSCA)***.

Multi-substance, simultaneous consideration of current or future possible risk management measures applicable to the substance can be accomplished from one access point, with one click

  • Verify whether a substance has been prioritized under the Categorization of the DSL Program (CatDSL), including the approximately 300 substances that have been prioritized for reasons other than meeting the categorization criteria, and that are not currently easily identified in the EC online database.
  • Inform you of whether your substance is currently the subject of the Challenge to Industry (Ch. Ind.) as part of the Chemical Management Plan (CMP).
  • Report all risk management conditions imposed on a substance, including any Significant New Activity (SNAc) Notices, Ministerial Conditions (MCs), Prohibitions, and listing on CEPA Schedule 1, 'List of Toxic Substances', automatically.
  • Provide a listing of all risk management conditions that have been imposed on substances without CASRNs or on groups of substances, for ease of reference.

Interpretation and automatic updating of compliance information

  • Provide interpretation of the implications of listing on any Inventory, or of the imposition of risk management measures.
  • Automatically notify you when a change to the status of a substance on any Inventory changes, including: addition to the DSL, NDSL, FDA-DSL, ICL, or TSCA; and, deletion from the DSL or NDSL.
  • Automatically notify you of publication of substance-specific SNAcs, MCs, or Prohibitions, or of promotion of a substance onto the CEPA Schedule 1 'List of Toxic Substances'.

Easy-to-understand New Substance regulatory planning

  • Determine the Schedule and technical data required for notification of a new substance or a new use of a substance listed on the DSL subject to a SNAc.
  • Provide an easy-to-use strategic planning tool that will allow you to evaluate your regulatory options related to the manufacture or import of a new substance in Canada.
  • Provide you with automated estimates, upon your request, for the preparation of a required notification Schedule after determination by CAPCCAT that notification is required.

There are certain aspects of compliance that have not been or can not be automated, and that therefore, CAPCCAT cannot perform. These include:

  • Determination of whether a substance is listed on the confidential DSL or NDSL (in order to search the confidential DSL or NDSL, you must contact the New Substances Division );
  • Determination of whether a substance is included on any inventory if the Chemical Abstracts Services Registry Number (CASRN) is not known but does exist. If a CASRN exists for a substance, it will be listed in an inventory according to that CASRN and a search using the chemical name will not return accurate results. In order to find out whether a CASRN exists, contact CAS;
  • Automatic determination of whether a substance meets the requirements of a SNAc, MC or Prohibition for any such notice drafted in respect of a group of substances. It is not possible to automate this process, however non-substance-specific SNAcs, MCs, or Prohibitions are addressed in CAPCCAT;
  • Determination of a substance’s compliance with any other Canadian Acts or international regulatory jurisdictions; and,
  • Determination of whether a substance meets the requirements for exclusion from compliance with the NSNR. It is not efficient to automate this process, however, descriptions of the exclusions are provided in CAPCCAT.

CAPCCAT is an algorithm-based approach to chemical and polymer management that does not enable the exploration of the more subtle aspects of regulatory compliance. This tool is intended to serve as the foundation of a broader regulatory compliance management strategy that may also include consultation with internal stakeholders, external expertise and/or government officials.

**Searches by substance name are only valid if a CASNR does not exist for the substance.  Only one substance may be searced at a time when a substance name is used instead of a CASRN.  Searching by substance name will only search those databases which are based on substance names: the In-Commerce Lists for Cosmetics and Personal Care Products where the CASRN is unknown or the components of a mixture are unknown.  (return to text)
